I am so sorry to hear of Basil's passing. I worked with him at Farmer's Home Administration/Rural Development, and I found him to be a truly caring person who always wanted to help people. When I first met him in 1974, as a student trainee, I found him at first to be intimidating, but I soon discovered he was truly committed to the mission of our agency. He had a knack for saying a lot with very few words :-) I know he will be missed. RIP, Basil.
